I think you have it confused with rdist, which was used to push copies
of files to multiple hosts whenever they were modified - for example to
keep passwords in sync on machines without network authentication. The
point of rsync has been the block checkum comparison from its beginning.
On the other hand, although the backuppc version of rsync only transfers
the changes in a file, it will construct and store a complete new copy.
