Maybe it's possible to do that in setting the $Conf{IncrPeriod} at "0.00"
just for your host (file per-PC).
I think that you can try it.

[BackupPC-users] Disabling incremental backups
Hello,
I would like to completely disable incremental backups for one of my
hosts, but still perform them for the rest.
I haven't found any clue in the documentation and I am using backuppc
3.0.0
How can I do that?
