I looked on one Ubuntu box that we have at work, running Feisty Fawn (7.04
apparently) and it's still on 2.1.2. I'm not an Ubuntu expert, but I would
suspect, based on my experience with Debian, that it shouldn't be too hard
to just pull backuppc-3.0 from Gutsy Gibbon:

http://packages.ubuntu.com/gutsy/utils/backuppc

or just edit your /etc/apt/sources.list file, and do an "apt-get update;
apt-get dist-upgrade" to upgrade to Gibbon.

If you're inclined, you can also backport packages from another Ubuntu (or
Debian) version. It's pretty easty to learn to compile packages; and it's a
worthwhile skill.
