I have
$Conf{IncrLevels} = [1, 2, 3, 4, 5, 6];
in my config.pl, and it works fine for me. the web interface reports doing
incrementals at increasing levels, and the durations of the incremental
backups bear this out.
I edit my config.pl file by hand tho; not by the web interface (and never
have). this may be one significant difference.
