Yes I am upgrading using the tarball source distribution.  I believe 
that I originally installed from that as well, but it was long enough 
ago that I'm not 100% sure of that.

For whatever reason the installation was not turning FHS off (I had to 
do that manually).  Maybe because my old installation was so old?
