It didn't make much of a difference. I created the directory
/usr/local/backuppc, and had the install happen there rather than
/usr/local/BackupPC. Same error looks to have happened -

  - create/update the config.pl file /var/backups/BackupPC/conf/config.pl,
  - optionally install the cgi-bin interface.
