You would need to determine how often you want to run the backup. Hourly? 
Daily? Weekly?

How much you want to backup? Are there lots of similar files?

I run backuppc for 40 hosts on a P4 3.2Ghz with 512MB RAM, 100Mbit network and 
80GB HDD. Performance is reasonable. 
Mostly weekly backups. I find that it is compute bound most of the time.

For nagios, I am not too familiar. But I run Zenoss which is a similar piece of 
software on the same spec machine but 
with 1GB RAM. Performance is also acceptable.
