These settings have nothing to do with restoring files. A user can  
login and restore files to the machines that are assigned to that user.

These settings are just there to be able to link usernames to their  
homepages if you wish. Say, you have an office and everyone has their  
own machine and everyone also has a personal page on the office's  
website. Then you could use this feature to link username's in  
BackupPC to their personal page on the office's website. This is by no  
means necessary for BackupPC to do its work, it's just there as a  
bonus, should you want to use this.
