That is what I had missed...
All data showing beautifully now after a quick vi and "reload".
I had thought the Apache authorisation was separate from the CGI authorisation.

  Are you authenticating to the web page?  If you know the backups exist 
  but the web server won't let you see them, the most likely reason is 
  that you did not log in as an admin user (someone in the
  $Conf{CgiAdminUsers} list).
