Is your web server prompting for a login and password when you first
connect to the server with a browser? If it isn't, then you need to
configure it so it does (see directions about .htaccess in the docs) or set:
$Conf{CgiAdminUsers} = '*';
in your main config file which will disable authentication and allow
anyone to see the admin parts of the web page.
If the web server does prompt for authentication, then you would use a
login that matches a user in your setting for CgiAdminUsers.
