It is not recommended to change the value of TopDir. Either mount your backup partition at the location used by the package (/var/lib/ backuppc in case of Debian I believe) or use a symlink or bind mount. And what filesystem do you use for your backups? It needs to support hardlinks or BackupPC won't be able to do its business.
