No - it looks like a bug to me - but I also don't see why it is looking
there in the first place. Do you have more than one version of the
cygwin dll on your system? Sometimes that causes trouble.
You could also try using a path of /cygdrive/c/, although c:/ or c:\
should work too. And I think you need to restart the rsync daemon to
pick up the change.
