Yes.

Because BackupPC does a lot of stuff differently than plain rsync. It's
not just "rsync client->server, pool files", there is a lot more going
on (like storing file attributes in fattrib files, renaming files,
merging multiple backups for comparing file lists, checksum caching etc.)
