It doesn't.  It's scheduler is based on the age of the previous run and 
geared more towards spreading the load of many clients out instead of 
controlling the time of any run precisely.  If you need more control 
over the timing you can turn the scheduler off and have cron jobs send 
servermesg commands to start runs.  You can probably find some details 
about this in the list archives.
