Actually, after doing some subsequent incrementals, I believe it is a 'bug' and not a feature. In particular, the next incremental is all messed up since it is coded as still a level 1 but as an incremental backup it has no files but also no preceding lower level (i.e. 0) full backup to fill in from. The incremental after that sees to correct the problem by copying *all* the files as if it were a full backup but it is labeled an incremental. In any case, something does appear to be broken here...
