I did the following:
  1. ./makeDist --noLangCheck --nosyntaxCheck --releasedate '26 Mar 2009' --version 3.2.0
  2. cd dist/BackupPC-3.2.0
  3. ./configure.pl

You need to read CVS_README (actually I need to update this since makeDist
now takes arguments for the release name and date).

Quick summary: you need to run makeDist to create a tarball
release.  configure.pl doesn't run straight out of CVS, but
will run from the tarball.
