The main variable that this schedule is listed under is called "BlackoutPeriods". That sounds pretty clear to me. Your settings are specifying that backups are NOT to begin on the weekdays between 10am and 4am. In other words, BackupPC will start backups from 5:00am to 9:59am on the weekdays and any time on the weekends.
