Sorry it's taken a while for me to get back you this :( I ran su - backuppc ln /backup/pc/dacfs2/12/f%2fetc/fapt/attrib /backup/pool/eb5227ac4295d46a683bac87e1112e3e (the newest error -4 in my logs)
The command ran without error, so presumably that means the backuppc user can create links ...
