The short answer is it's not possible, because there is very, very little
good reason for doing that. The biggest question is, why do you want to
do this? What are you trying to prevent by disabling full backups?
If the answer is bandwidth/time, look into using rsync for the file
transfer instead of SMB or tar.
If it's some other reason, tell us why and we can better help you to solve
the problem, rather than trying to do a weird band-aid fix like disabling
full backups.
Oh, and do some Googling: this is a pretty routinely asked question.
