Does running "cmd /c" before the command fix it? And did you replace the DeltaCopy files with the newer ones? Because I did this myself, go to http://badmarkup.com/deltacopy/ and pickup the four non-setup.exe files from there and replace them in your DeltaCopy folder. That should update a lot of the functions and bring you up to a much newer version of rsync. Tell me if that fixes your issues.
