I may not have this exactly right, but basically Craig Barrett is the primary and in many cases sole developer of BackupPC, although other users certainly contribute bug fixes and even entire modules. Hence, unlike other multi-developer public domain projects, there really hasn't been a widely used repository with frequent new contributions and builds. Basically, when Craig has a new release ready, he distributes it. Often, there is an initial beta release to shake out the last bugs, followed weeks to months later by an official release. Craig has been relatively silent now but last we heard, he is working on a new 4.x version that is a radical rewrite of the current way of storing the metadata and file hierarchy of each backup. As far as I know, Craig is working on this alone and none of it has been released to any public server. I assume there will be beta releases when it gets closer to completion. Meanwhile, since Craig is focused on 4.x and 3.x is quite stable, there really has been no recent activity on the 3.x tree except for a bug fix release about a year or so ago.
