I always start with the assumption that disk seek time is the bottleneck until proven otherwise, because it is orders of magnitude slower than any other computer operation and backuppc does a lot of it. What else is competing for the head position on those drives? It can also be on the sending side, especially if you have a lot of little files and/or applications running concurrently.
