It's interesting that the blacklist service your ISP uses happens to block your IP address, but it's pretty common for blacklists to contain IP address blocks that are assigned dynamically, or specific IP addresses that were used by spam. At any rate, it may not even be worth trying to get your IP address unblocked if it's dynamic. The usual way to make this work is by using a "smart relay."
