Wait!

RAID is not a backup. Search Google with keyword "raid is not backup" and
try to understand why RAID is not backup.

You can do rsync pre-seed as you mentioned, which you rsync your BackupPC
server to a machine, then move that machine to remote location, and repeat
the rsync later. That will help with initial backup.

If you really want to have a remote replication system, I would suggest you
to explore GlusterFS geo-replication.

But, you have to setup your GlusterFS cluster filesystem before you can use
the geo-replication. Setting up GlusterFS is another long story, requires
extra machine and storage, but in the end, it should be able to solve your
problem.
