Now I understand better what you are attempting. No, unfortunately 
BackupPC will not detect moves. This is a feature in upcoming version 4. 
Checksum caching will offload the server, and rsync allows transferring 
just changes in current versions of BackupPC, but move detetion (or 
rather, opportunistic pool matching based on full-file checksum) is not 
yet available.

I think unison may work for you, or some live sync tools such as 
owncloud, they detect moves.
