Thank you very much, i've not set CgiAdminUsers. Now, setting it to my Cgi user allows me to access to all hosts (and also show many more info on web interface) I've removed the user from hosts file and i'm still able to manage all hosts from web interface. Let's see the email recipient after the next backup............
