on debian, the exact command is (as root):
aptitude install smbclient=2:4.1.17+dfsg-2+deb8u2
Also, here's the bug in the Ubuntu tracking system, I couldn't find it
in Debian's.

Use aptitude for downgrading, the dependency resolver works very well.
At least on my system, where backuppc is the only service running on
this machine. I didn't test it with other services also depending on smb.
