You nee to install rsync, possibly as a service, on the windows machines.
This is not particularly difficult, but it isn't a straightforward task
nonetheless.
That is reason because smb transfer is the preferred method: nothing to do on
the win side of the world.

That's expected if there's no rsync daemon (i.e.: "service") on the win side.
