That will verify that you can at least write there. If that works, then
you could do the following:
chown -R backuppc.backuppc /var/lib/backuppc to ensure all the contents
are also the correct permissions
I let a chown run for about 6 hours before realizing it was a bad idea. It had made it through less than one hosts' backups before cancelling (perhaps less than 0.05% of the pool).

Instead, I've canceled that (and dispatched a find command to fix what was changed), and instead changed the UID:GID on the system to match the pool, also dispatching a script to fix ownership on everything /other/ than the pool.
