What is your setting for $Conf{BackupPCNightlyPeriod}? The default is 1, but if it's set to something larger then it will take that number of days/nights for the entire pool to be traversed.
It does appear that some of the files are getting deleted - yesterday afternoon it deleted 242189 files (although the total size wasn't very large), and 2149846 remain. That could be reasonable after 6 days with $Conf{BackupPCNightlyPeriod} set to 16.
