The Hosts Summary has to read all the hosts' backups files.  So if ZFS is particularly slow, that will take a good bit longer than most other cgi requests.  For example, how long does this take:

    time cat TOPDIR/pc/*/backups > /dev/null

The runtime will likely be quite variable due to caching and file system activity.

Please look at your apache documentation to see if there are parameters that allow you to increase the timeout for cgi scripts.
