Short answer: no, it's a complete override
Longer answer: it's possible to put together some perl to make this
work, but it does not do so out-of-the box. I suspect the reason would
be the baffling experience of trying to figure out where combined sets
of exclusions are coming from, or because this is how every other
setting works, it would be a bit weird to diverge for one or two
variables.
