Thanks for the responses gents. I see the error now (not sure if it was staring 
me in the face before raising the loglevel) but there were connection issues:

bpc_attrib_backwardCompat: WriteOldStyleAttribFile = 0, KeepOldAttribFiles = 0
Permission denied, please try again.

Permission denied (publickey,password,keyboard-interactive).
rsync_bpc: connection unexpectedly closed (0 bytes received so far) [Receiver]

I was testing ssh using a special definition on the command line:

ssh MY-HOST+backuppc@my-host<mailto:MY-HOST+backuppc@my-host>

but didn't provide those details to the client. Is there something in cygwin's 
sshd config file I can set to make it use local accounts by default?
Or do I need to find the correct syntax in BackupPC to indicate the local 
account on the RsyncSshArgs line?

Hopefully I'll get this sorted soon and share the fix.
