BackupPC does not support bare metal restore.

If you're replacing a working hard drive, some kind of disk imaging tool is
the way to go, e.g. Clonezilla Live or Macrium Reflect. If you're replacing
a failed hard drive, this will only work if you already have a recent disk
image, which you could then use in combination with an up to date BackupPC
backup (restore the disk image, then update the data from BackupPC).
