thanks for suggestions. I agree this might be the culprit here. And not
really related to BackupPC, sorry.

Are you using the rsync that comes with macOS, or did you build the
latest stable release locally? In the past macOS's rsync has been
quite out of date.
I will not install a tools from somewhere else, sorry. Especially as it
does not be related to the issue.
Issue still unresolved even after having granted full disk access to
rsync and sshd.
