It depends on the version of backuppc either v3 or v4 as to the exact sequence of events, but in either case, the files are processed one at a time as they are received, so if there is an existing file from another host in the pool, then that file will only require additional space during the transfer of the file (I think BPC v4 with rsync will avoid transferring the file as well).
