Could it be someone's responsibility to fire the machine up at a specific time on a specific day each week, for at least a couple of hours? The thing is, a rarely-on machine presents other challenges, not least of which is the difficulty of keeping the OS and apps updated. Making sure those things are done would also provide an opportunity for backuppc to do its work.
