The rsync solution worked (almost) perfectly. The only issues I had were going through every appropriate directory/file and ensuring user and group ownerships were correct since my old system's uid and gid were not the same. The only one that stumped for awhile was setting the /usr/libexec/BackupPC/BackupPC exec to run setuid as the bacuppc user in order to get web access to the system.
Once that was done, I set backuppc to launch at bootup, rebooted the fedora 44 server to autorelabel the selinux perms and all ran perfectly with no selinux issues whatsoever. Rebuilding the server from scratch was the smartest thing I've done in quite some time with this system. Updating the server distro over the last few years was starting to cause all kinds of niggling issues (including backuppc and selinux) that have completely, 100%, gone away.
