Yes, it is intentional, I recently stripped the bacula-docs down as much as I could because it was getting huge, and I was no longer able to load it onto Source Forge (they seem incapable of receiving ftp transfers of more than 10MB). Now it basically includes only the prebuilt English manual. Everything else is available in the SVN. I think the long term solution will probably be to separate the docs into many different packages.
