No, this is something separate from the POSIX ACL support.

There also appears in the tar patch two other functions, getfilecon and
setfilecon.  I haven't looked at the actual implementation, but comparing
ltrace and strace leads me to believe they are simply convenience wrapper
functions around getxattr/setxattr.
