The git repo has the document for 3.1.x.

To fix the released manual, one would have to go back to the release branch in 
the git repo find the fixes, make them or back port them, rebuild the release 
docs, and then upload them to the appropriate place.

I am not personally planning to do that since 3.1.x will be out very likely 
before the end of the year.  If someone wants to take charge of getting a 
correct patch for the old release code, then we could probably get it up on 
the web site.
