Yes, they are Open Source.  Open Source means that the people we distribute to 
have the right to the software.  It doesn't necessarily means that everyone 
can get it.  Bacula Systems tried having the Enterprise and Community 
versions be the same, but it didn't work.  Our distributers and customers did 
not see any advantage of "paying" for the Enterprise version.  After almost 
two years of not differentiating, we were forced to differentiate the 
Community from the Enterprise, but unlike most companies which are Open Core 
and keep much of their software proprietary, all our software is Open Source.

That said, it doesn't mean that Bacula Systems is not making some major 
contributions to Bacula -- on the contrary probably 90% of the features of 
5.0.x were contributed by Bacula Systems.  The next community version will 
also have some major contributions by Bacula Systems.  However, certain high 
end enterprise functionality will only be available (in the short run) in the 
Enterprise edition.
