If you can install Fedora 14 in a VM, then you can try their pre-built 
mingw32 build environment that can be installed from RPMs. See the 
Fedora Mingw project.The build environment likely already includes all 
needed libraries. Unfortunately, it only installs a 32-bit build 
environment. A newer package called Cross Compiler Framework will ship 
in Fedora 15 or 16, and will include targets for win32, win64, and Mac 
OSX (assuming legal issues are resolved).

In any case, it would be best to first test the win32 build environment 
with something simple to make sure the build environment was not the 
issue, then tackle Bacula and the VSS code issues.
