If you can install Fedora 14 in a VM, then you can try their pre-built mingw32 build environment that can be installed from RPMs. See the Fedora Mingw project.The build environment likely already includes all needed libraries. Unfortunately, it only installs a 32-bit build environment. A newer package called Cross Compiler Framework will ship in Fedora 15 or 16, and will include targets for win32, win64, and Mac OSX (assuming legal issues are resolved).
