Please read about Bootstrap (*.bsr) files and "Write Bootstrap" Job
configuration directive. It will help you in this kind situations.
When you want to have a single job per bacula volume then you need to limit
a number of jobs per volume and a number of concurrent jobs per device (not
storage).

To be honest, the only bootstrap file you need is a bootstrap for Backup
Catalog job. When all goes down, you'll need to restore a catalog backup
using bsr file and populate bacula catalog. Then you'll get all you need to
run director and make all required restores.
