One thing I can directly see is that the SQlite catalog upgrade is broken for DB versions 15 and 16.

The update_sqlite3_tables.in script only accounts for DBVERSION up to 14 which means upgrades from Bacula 7 and Bacula 9 to Bacula 11 with SQLite3 would not be possible.
