I would like to make a tool which is not connected to the bacula director. Just an editor of configuration files. So you can run it anywhere.
Exactly. If you do not want to work on your bacula server, you copy your configuration file with your preferred method (mount+cp, scp, floppy, ...) When you have finished, you copy it back.

I prefer the 'simpler is better' philosophy (in system admin). Keep each tool make the job for what it has been done. That's the sysadmin job to make the best combinated use of these tools.
