Trial and error found me the problem:

If the Job declaration has a "Full Pool" directive in it, full backups go to
that pool regardless of interactive job settings, overriding whatever you may
change the pool to while interacting with the console. 

I didn't see anything in the documentation about this; if there isn't
anything, it would be nice if there was.

I also think that it should be possible to put a backup onto any pool I want
from the console, and I certainly think that if a pool is overriden like this
(or, for example, when a backup is upgraded from Differential to Full and
thence forced into a different pool by a "FullPool" directive in a schedule)
there should be a message to the console and the log about it. I'd like to
request those two as enhancements.
