You can configure bacula to backup to HD.

You can, but not from inside bacula, you need to do some 'tricks'.

One solution would be to backup the volume files. That can be done by bacula without external programs, but restore requires running restore jobs twice, obviously.

The other solution would be to store the volume files to tape using tar, dd or whatever program you prefer. In this case, you lose baculas (excellent) volume management functions when you want to restore older jobs - you've got to find the right tape yourself and copy the necessary sections back to disk manually.

Without knowing your exact needs I'd guess that simply using bacula to save to disk would help you a lot, you could manually move jobs to tape and hope that baculas native migration capabilities become implemented soon. Hint, hint :-)
