Basically, yes.

migration to me means that the backup will move from disk to tape
at some time, without being preserved and accessible on-disk any
further.

That's a rather minor difference in the meaning of the words - after all, nobody sane would start deleting he backup to be copied before the copy was written and perhaps verified. So, it's only the question how long the life-time of the copies overlap.

From another point of view: Once bacula can handle different volume sets containing copies of one job, setting up different retention times is nothing difficult. In priciple, of course.
