Assuming you're going to be using the same backup devices, you will want to perform a clean install on the new machine, copy the bacula-dir.conf and bacula-sd.conf from the old machine to the new, then dump the Bacula catalog database from the old machine using mysqldump and import it to the new machine. Then you'll need to update the Director address in all the config files to reflect the new server. If you're backing up to disk, you should copy all the volumes from the old machine to the new as well. That, in general, should cover it.
